James-Pitchford

James “Pitch” Pitchford founded Pinchas Ltd, a security services and national security consulting firm based in Washington, DC. He has thirty-two years government service focused on defense and national security with the U.S. Marine Corps, Air National Guard, U.S. Navy and U.S. Senate.

He has expertise in dealing with multiple layers of the federal bureaucracy specifically with the U.S. Department of Defense, State Department, and Interagencies.

He has first-hand experience dealing with ACAT I Programs of Record and smaller acquisition programs to include associated requirements and political battles.

He has strong interpersonal skills honed by dealing with Executive & Legislative branches of government on BOTH sides of the aisle, advocacy groups, constituents, NGO’s.

EXPERIENCE

Pinchas was formed to assist commercial companies in delivering to government and commercial customers the best services, products and technologies in the marketplace at reasonable and sustainable costs.

Legislative Assistant, U.S. Senator Christopher S. Bond, R-MO, 1999 – 2008. Managed Defense appropriations, authorizations, Foreign Operations appropriations, the U.S. Senate National Guard Caucus, Veterans’ affairs and issues of National Security.

Worked with myriad constituents, commercial enterprises, government agencies, non-profits, NGO’s and fellow colleagues on both sides of the aisle in both the House and Senate. Also managed media relations on defense, national security and veterans’ issues. Conducted investigations on DoD’s management of PTSD, TBI.

Public Affairs Officer, Chief of the Navy Reserve, Washington, DC, 1996-1999 Developed and managed information plans for the general public, Navy and Navy Reserve personnel, the U.S. Congress and the media, both nationally and locally.

Collaborated with Navy and Navy Reserve public affairs personnel across the country and around the globe to ensure the message from the Navy was clear, concise and consistent.

Naval Flight Officer, U.S. Marine Corps & Marine Corps Reserve, Air National Guard, U.S Navy & Navy Reserve, 1976-1996

Designated Naval Flight Officer with active and reserve service in three components, the U.S. Marine Corps, Air National Guard and U.S. Navy.

Accumulated 2,000 hrs in the F-4 Phantom and F-14 Tomcat. Highlights: Weapons & Tactics Instructor, Top Gun ground school, awarded Squadron Officer of the Year CVWR-20, managed Aviation & Ground Safety programs in multiple fighter squadrons, managed 9,000 acre Air Gunnery Air National Guard Field Training Site reservation for Wisconsin Air National Guard.
